This is now an option to toggle in Settings.

Options > Gameplay > City Status Panel (this is your trigger and the panel holds general information)

Options > Gameplay > Build Palette (This is your grip and the palette used for selecting buildings. Due to the way the palette works if it is in Toggle mode and it is toggled on you won't be able to move around as the thumbstick will be used to select options in the palette, you will need to click the Grip again to toggle the palette off in that case. The building/option you may have selected will remain selected even if they toggle the palette itself off)
