I was building a tunneled highway on the Lakemouth map and was able to tunnel out of the water into a bridge. I apologize about the photo but it was nighttime when I took it.

Happened to me too many times. I figured that if you place rocks around the tunnel gate, it seems to get better...

Correctly rendered (with no water in tunnel) it could be a kind of Oeresund bridge, sweden.

This construction is possible, but metro and underwater tunnels at all should be clearly more expensive, so especially that version.

btw: With a road node at shore level your tunnel entrance could easily placed at the flank of the hill.
